installation should be around 100$. because that falls under the "minimum" the minimum amount a carpet installer will come to a job for. mine is 100 close by and 150 if it's more than 20 miles or so.

a carpet at 1.50 a Sq ft is going to be a decent carpet. that's 180$ or so.

pad figure 50 cents a Sq ft that's a good pad another 60 bucks..

15 by 14 is 210 Sq ft which is 23.33 yards If installation is 5$ a yard Pad is 3$ a yard. Carpet you get a 12 $ a yard carpet (med. Grade) So right at about 500$ is what you'd be looking at
