Well if a carpet installer charges you for pad installation, you might as well get rid of them and get another installer. because they are cheating you out of money.
The cost is 0$. That is part of what the price of carpet installation is for, unless there was some type of pad crisis (which I have yet to come across) then your carpet installer is trying to get as much money out of you as they can.
