Without a doubt.  Tack strip on some concrete.  Some concrete just will not hold a nail .  Answer is usually the hammer drill

How much does it cost to put new carpet on steps?       A basic plain step is about $5..   If they wrap around on the sides, that's extra. Spindels are extra.    $60-$150 should cover about any type of steps

A room that is 12 ft x 15 ft =20 yards of carpet.

   This is the type of knife you use to install carpet,pad,vinyl,etc.  I basically always use mine for almost everything. If I'm not using it it is close by.      You can get them at any hardware store. For 12-20$. A 3-8$ one is possible usually.
